Barbara D. Garcia, M.D.
Dr. Barbara D. Garcia was born and raised in Hayward, California in the San Francisco Bay area. She is the daughter of an Italian-American mother and a Mexican-American father. She is very close to her one sibling, a younger sister, who currently lives in New Jersey.
Dr. Garcia attended college at Stanford University in Palo Alto, California, where she earned a bachelors degree in Human Biology in 1999. She then went on to attend medical school at the University of California San Diego (UCSD), graduating in 2004 with her doctorate in medicine. While in medical school she served as president of the Chicano-Latino Medical Association. Dr. Garcia completed her internship at Scripps Mercy Hospital here in San Diego in 2005 and then returned to UCSD for residency training in dermatology. She completed her dermatology residency & became board certified in 2008.
Her professional areas of interest & specialized training include Mohs micrographic surgery for skin cancers, advanced treatment of various dermatologic conditions such as psoriasis, sarcoidosis, connective tissue diseases, acne, & lichen planus, pediatric dermatology, treatment of photodamage/photoaging, & laser/cosmetic dermatologic procedures.
She has published articles in the Journal of the American Academy of Dermatology, Journal of Pediatric Dermatology, Archives of Dermatology, & the Journal of Drugs and Dermatology. Dr. Garcia has been an invited guest lecturer on the topic of skin cancer for the San Diego Transplant Support Group & was the script writer for a public awareness video for the deaf & hearing impaired on skin cancer diagnosis, treatment, & prevention.
Dr. Garcia was a competitive soccer player & dancer for many years prior to becoming a doctor. She remains very physically active & enjoys weight training, yoga, & swimming. She also enjoys reading novels, watching movies, and spending time with family & friends.

Carlos earned his Bachelor of Science Degree in Biology with emphasis on Pre-medicine from Barry University (Miami, Florida) in 2002. The Houston, Texas native attended Barry University on a scholastic scholarship. He was named outstanding Biology Major and was placed on the Dean's List and President's List of Academic Honors. Carlos was nominated as a winner of both the National Collegiate Medical Professions Award and National Collegiate Natural Sciences Award.
He is a member of Gamma Sigma Epsilon, the chemistry honor society, as well as Alpha Mu Gamma, the foreign language honor society. Following graduation, Carlos volunteered as a paramedic in Houston, Texas and traveled with medical professionals to meet the healthcare needs of underprivileged people in Guatemala and Honduras. He returned to Miami to attend graduate school where he obtained his degree of Master of Clinical Medical Science from the Barry University School of Graduate Medical Sciences Physician Assistant Program in 2005. During his graduate studies, Carlos received the Dr. Drew Feinerman Memorial Scholarship for his demonstrated leadership capability and commitment to community service.
He is currently certified nationally and licensed as a Physician Assistant and paramedic.
What is a Physician Assistant?
A Physician Assistant (PA) is a highly trained medical practitioner licensed to practice medicine with physician supervision. They conduct physical exams, diagnose and treat a wide variety of illnesses, order and interpret tests, counsel on preventative health care, assist in surgery, and write prescriptions. The above are all performed according to Dr. Rullan's protocols. Carlos has been working with Dr. Rullan since April of 2006.
